Rules now in force
- Transfers and postings of government officials in Islamabad now require the ECP's approval.
- ECP and returning-officer offices will stay open on public holidays so the schedule is not delayed.
- The elections will be held under Islamabad's local government law of 2015.
Background: years of delays
Islamabad last elected local councils in 2015. Elections planned for the end of 2022 were postponed after the federal government changed the number of union councils, triggering court cases and repeated delays. Since then, the capital has been run by administrators appointed by the federal government rather than elected local representatives.
Local elections have also been delayed in other parts of the country. Earlier this month, the ECP rejected a proposal from the Punjab government to hold local polls there in April 2027.
How to take part
- Voters: Check that your name is on the electoral roll by sending your CNIC number to the ECP's SMS service 8300, and note your polling station.
- Candidates: Collect nomination forms from returning officers after the public notice on October 30 and file them between November 2 and 6, with the required documents and fee.
Why it matters
Local governments handle everyday services such as sanitation, streets, water and local development. Elected councils give residents a direct say in how their neighbourhoods are run, and their absence has been a long-standing complaint in the capital. The polls also come at a tense political time nationally, with Khyber Pakhtunkhwa under governor's rule and opposition parties accusing the government of curbing political activity.
What happens next
The ECP will issue its public notice on October 30. Political parties are expected to start naming candidates for union councils across Islamabad's urban and rural areas in the coming days.
