Ogra raises RLNG prices by up to 15.27% for October: SNGPL at $17.33 and SSGC at $16.40 per mmBtu
Ogra has raised RLNG prices by up to 15.27% for October, reversing part of September's 20% cut. Power fuel costs are expected to feel it in December.

At a glance
- Ogra on Friday, October 30, 2026, notified RLNG prices for October, up by as much as 15.27% and effective from October 1.
- The distribution price is now $17.3259 per mmBtu on SNGPL's network and $16.3959 on SSGC's.
- The rise follows a cut of about 20% for September. The average LNG import price rose to $10.75 per mmBtu from $10.06.
- The increase is expected to feed into power-sector fuel costs in December.
Pakistan's Oil and Gas Regulatory Authority (Ogra) on Friday, October 30, 2026, raised the price of regasified liquefied natural gas (RLNG) by up to 15.27% for October, applying from October 1. Consumers on Sui Northern's distribution network will now pay $17.3259 per mmBtu and those on Sui Southern's $16.3959. The increase reverses much of a roughly 20% cut made for September.
The new RLNG prices
| Company and stage | September ($/mmBtu) | October ($/mmBtu) | Change |
|---|---|---|---|
| SNGPL, transmission | 13.9927 | 15.9357 | +13.89% |
| SNGPL, distribution | 15.1963 | 17.3259 | +14.01% |
| SSGC, transmission | 12.6112 | 14.5339 | +15.25% |
| SSGC, distribution | 14.2233 | 16.3959 | +15.27% |
SNGPL, based in Lahore, supplies Punjab and Khyber Pakhtunkhwa. SSGC, based in Karachi, supplies Sindh and Balochistan. RLNG is imported gas, used mainly by power plants, industry and CNG stations. Regular household gas bills are set separately by the government, so this notice does not change them directly.
Why the price jumped
The regulator's calculation rests on two cargoes for October, both from Qatar under long-term contracts. Such contracts link gas to the crude oil price, and the increase is mainly put down to higher crude.
The average delivered price of the cargoes moved less than the final tariff suggests.
| Month, 2026 | Average delivered LNG price ($/mmBtu) |
|---|---|
| July | 18.96 |
| August | 12.12 |
| September | 10.06 |
| October | 10.75 |
The gap between the ship price and the consumer price is filled by other charges such as regasification, pipeline costs and system losses. SSGC's distribution losses are now about 12.55%, up from about 10.6% a year ago.
What it means for electricity and industry
The first place this should show up is the power sector. RLNG-fired generation cost about Rs40 per unit in September, based on the cheaper $10.06 cargo price, and the October increase is expected to lift the fuel cost for power generation in December. How much of that reaches household bills will depend on the fuel cost adjustments later approved by the power regulator.
Textile mills and other industrial users that run on RLNG will feel it sooner, since their October gas bills now reflect the higher rate. CNG stations that rely on RLNG may also review their pump prices.
A separate pricing fight in the Senate
The notification landed on the same day as a new bill on how gas prices are set. The Ogra (Amendment) Bill, 2026, introduced in the Senate by Minister of State for Interior Tallal Chaudhry, proposes that gas companies submit their revenue requirements every quarter for wellhead gas and imported gas, including RLNG. Ogra would then advise the government, which would have 30 days to advise consumer prices for notification.
The bill arrives while the government's daily fuel pricing is already under criticism. The next RLNG notification, for November, is due next month and will depend on the cargoes scheduled and on where crude settles.
Questions people are asking
What is the RLNG price in Pakistan for October 2026?
At the distribution level it is $17.3259 per mmBtu for SNGPL customers and $16.3959 for SSGC customers. At the transmission level it is $15.9357 and $14.5339.
Will the RLNG increase affect electricity bills?
It is expected to raise the fuel cost of RLNG-fired power generation, and that effect is expected to show in December. How much reaches consumers depends on the regulator's fuel cost adjustment decisions.
