  • Mojtaba Khamenei ordered commanders to meet any threat with an 'immediate, impactful and geographically unrestricted response' and to update Iran's target list.
  • The written statement describes his first reported meeting with the armed forces chief, the army chief and the Revolutionary Guards commander. He has still not appeared in public.
  • A Qatari delegation is in Tehran, and Iranian media say Iran has not yet answered a letter from US Vice President JD Vance.
  • Iranian officials accused the US of attacking two fishing boats near Qeshm Island on Saturday. There was no immediate US confirmation.
  • President Trump says the war is 'going to end soon' but has given no details.

Iran's supreme leader, Mojtaba Khamenei, told his military commanders on Saturday to answer any new US or Israeli attack with an "immediate, impactful and geographically unrestricted response". The written order, published on his official channels, also tells them to update Iran's target list to cover "all types of tangible and intangible assets" of its enemies. It came while a Qatari delegation was in Tehran trying to keep a peace proposal alive.

The statement is the sharpest public signal from Tehran in weeks, and it arrived as the US prepares to vote in midterm elections on Tuesday, November 3.

Who was in the room, and who was not seen

The statement describes a meeting with armed forces chief of staff Ali Abdollahi, army chief Amir Hatami and Revolutionary Guards commander Ahmad Vahidi. It is the first reported meeting between the new supreme leader and these commanders.

The account comes only from the written statement. Mojtaba Khamenei has not been seen in public since he succeeded his father, Ayatollah Ali Khamenei, who was killed in the US-Israeli strikes that opened the war on February 28.

The line most likely to be read closely in Washington is about who controls the end of a new round of fighting. If attacks resume, the statement said, the armed forces and the Iranian nation "will determine the time and conditions for ending them". Iran's army separately warned that new US military action would spread the conflict across a wider area.

Letter from Vance, edits from Qatar

The threats are running alongside a live negotiation. Qatari mediators reached Tehran on Friday carrying edits to a draft peace text, after Iran reportedly received a letter from US Vice President JD Vance. Iranian media say Tehran has not yet replied.

President Donald Trump said on Friday that the war is "going to end soon" but did not say how. According to reports, US officials have also warned Gulf allies that Iranian strikes could come as early as November 4, the day after the midterms. Neither government has confirmed that warning publicly.

Two boats off Qeshm, and a dispute over the shipping lanes

Saturday also brought a new accusation at sea. The governor's office in Iran's Hormozgan province said the US attacked two fishing boats near the village of Masan, close to Qeshm Island, each carrying two people.

Accounts from Iranian sources do not match. State television later said two men first reported missing had been found, while another state outlet said two had been rescued and the search for two others was continuing. One semi-official agency blamed an "enemy" drone. There was no immediate US confirmation, so the claim and the casualty details remain unverified.

Date What was reported Who says so
Thursday–Friday Six commercial ships hit sea mines on the southern Hormuz route Iran; the US disputes that the route is unsafe
Friday Supertanker with more than 2 million barrels of oil caught fire after striking a mine Revolutionary Guards
This week Attack on one ship in the area confirmed UK navy
Friday Iran's navy "destroyed", southern lanes "safe and open" US Central Command chief Adm. Brad Cooper
Friday Medina region targeted by Houthis Saudi-led coalition; Houthis deny it
Saturday Drone shot down in Riyadh region, no injuries Saudi-led coalition
Saturday Two fishing boats attacked near Qeshm Hormozgan governor's office; not confirmed by the US

The Saudi coalition did not say who launched Saturday's drone. The fighting in Yemen, which resumed over the summer, has killed more than 1,600 people and displaced over 275,000, according to UN figures.

What it could mean at the pump and for Gulf workers

For Pakistan and the rest of South Asia, the practical risks are fuel prices and the safety of the millions of workers in the Gulf. Each new report of mines or tanker fires pushes up the cost of shipping and insuring cargo through the strait, and those costs feed into fuel bills in import-dependent countries.

Pakistan has a direct stake in the diplomacy too. Islamabad hosted direct US-Iran talks in April, which ended without a deal.

The dates to watch

Tehran's answer to the Vance letter is the next concrete step, and the Qatari delegation's talks will show whether the edits are acceptable. US voters go to the polls on November 3, and the reported warning to Gulf allies points to November 4.
