Moscow's Tsaritsyno museum evacuated after US warns of 'credible threat of a mass casualty event'
The US Embassy warned of a mass casualty threat at Moscow's Tsaritsyno museum on October 31. Russia's FSB confirmed a US tip-off and the site was evacuated.

At a glance
- The US Embassy in Moscow said on Saturday, October 31, 2026, that it knew of a credible threat of a mass casualty event that day at the Tsaritsyno Museum Reserve.
- Russia's FSB said it received information from US partners about plans for a terrorist attack in Moscow and was taking action.
- The site was closed and visitors were evacuated, including during a concert. No attack had been reported at the time of publication.
- In March 2024 a US warning came about two weeks before the Crocus City Hall attack, which killed more than 140 people.
Russian authorities closed Moscow's Tsaritsyno Museum Reserve and cleared visitors from the site on Saturday, October 31, 2026, after the US Embassy warned of a "credible threat of a mass casualty event" there that same day. Russia's Federal Security Service (FSB) confirmed that it had been told of plans for a terrorist attack in the capital. No attack had been reported at the time of publication.
The embassy said the US government was coordinating a response with Russian authorities. "We have received information from US partners regarding plans for a terrorist attack in Moscow. We are taking appropriate action," the FSB said. Neither side has said who was thought to be planning an attack, or how the information was obtained.
What the alert told people to do
The embassy gave an exact location: Dolskaya Ulitsa 1, in south Moscow. It told people to avoid the area, stay alert and stay away from crowds. It also advised keeping phones and spare batteries charged, watching their surroundings and reviewing a personal security plan.
Anyone in Moscow should follow instructions from Russian authorities and check for further embassy notices. Those with tickets for events at Tsaritsyno should not assume the site has reopened: no date for that had been given at the time of publication.
An evacuation in the middle of a concert
Musician Lilia Pechenkina said she was playing the final piece of her programme when an evacuation announcement came over the loudspeaker. Security staff told a local journalist the reserve had been closed for "technical reasons". Russian law enforcement agencies said access to the park was restricted.
According to reports, about 50 law enforcement officers were sent to the area, with police vehicles patrolling the perimeter. That number has not been officially confirmed.
Tsaritsyno is one of the busier public spaces in the city. Founded in 1775 as a summer home for Catherine II, the palace museum had more than two million visitors in 2022, Moscow's deputy mayor said in 2023. The surrounding park gets even more use from people jogging and walking dogs, and October 31 was a Saturday.
The 2024 warning that went unheeded
Saturday's alert immediately recalled March 2024. The US Embassy warned that month that extremists had imminent plans to target large gatherings in Moscow. On March 22, gunmen attacked the Crocus City Hall concert venue outside the capital, killing more than 140 people.
| March 2024 | October 2026 | |
|---|---|---|
| US public warning | Large gatherings in Moscow, within 48 hours | One named site, on the same day |
| Russian response | Spy chief Sergei Naryshkin later called the information "too general" | FSB says it is acting on the US information; site closed |
| Outcome | Crocus City Hall attack followed about two weeks later | No attack reported at the time of publication |
The big difference this time is how specific the warning was, with a street address and a date. The two governments are also talking more openly. Washington has moved closer to Moscow in recent weeks through sanctions waivers and an invitation to Vladimir Putin for December's G20 summit in Miami, while the war in Ukraine goes on.
The alert came as the war's energy truce fell apart. Ukraine struck a refinery in southern Russia on Friday, ending a two-week pause on attacks against energy sites that Trump had brokered, and Russian strikes have left hundreds of thousands of Ukrainian homes without power. Nothing released so far links the Moscow threat to Ukraine or to any named group.
Questions the FSB has not answered
The FSB has not said whether any suspects were detained or whether the threat has passed. The next signs to watch are a new embassy notice lifting or extending the alert, and a decision by the museum on when to reopen.
